Former founding chief operating officer of PayPal, David Sacks, explained how Soros influences public policy and changes the law to his liking by spending a comparatively little amount on a District Attorney’s race as opposed to plunking down big money on dozens of state and federal races.

George Soros has been so uniquely destructive to law & order in American cities that there’s a name for the carnage he’s wrought: “Soros DAs.” His organization described its strategy to Politico in a 2016 article: it would change the law, not by going through legislatures, but rather by buying under-funded DA elections. His DAs would then change the law through the abuse of prosecutorial discretion.
Soros’ strategy worked because few were paying attention to hyper-local DA elections. No one expected out-of-town money to come in and seek to radically change their quality of life. Now that the results are clear, many more people are paying attention. This has caused some in the mainstream media and leftwing political groups to attempt to portray any criticism of Soros as anti-semitism. This is absurd.
Elon Musk also blasted Soros for injecting himself into low-profile races that normally fly under the radar of public scrutiny.

In May of 2021, the Color of Change PAC endorsed Alvin Bragg in the Democrat Primary for Manhattan District Attorney.
Since New York City is dominated by leftists, whoever wins the Primary is guaranteed to win the General Election.
Just days after Color of Change pledged to spend $1 million to elect Bragg, Soros cut the group a $1 million check.
Soros’ money helped another left-wing ideologue win a District Attorney’s race.
Crime predictably went up during Bragg’s first year in office while he pursued a politically motivated case against Donald Trump.
